On December 3, 1990, Richmond was designated as a City.The first Town Hall, the Agricultural Hall and the Methodist Church (now Minoru Chapel), were built at the corner of No.17 (River) Rd and No.20 (Cambie) Rd near the main settlement on the northwestern tip of Lulu Island at North Arm.
As a result, all the major islands are now surrounded by a system of dykes, which, although not as massive as those in the Netherlands or the levees of New Orleans, serve to protect the town from anticipated sources of flooding.
Richmond is located on Lulu Island at the mouth of the Fraser River, and also encompasses adjacent Sea Island and some smaller uninhabited islets to the north and south.
Neighbouring communities are Vancouver and Burnaby to the north, New Westminster to the east, and Delta to the south. The Township of Richmond was named by Founding Father John Wesley Sexsmith after his birthplace The Township of Richmond, Lennox County, Ontario.
